This book scrutinises the realm of safety-security involving ‘nuclear power’ within the context of India’s tryst with nuclear energy. Relying on open source information, it examines the efficacy of the safety-security arrangement in and around India’s nuclear installations, keeping in mind the international best practices. As India has embarked on a civil nuclear expansion programme, the public concern for safety and security of nuclear facilities and material is obvious, especially in the backdrop of terrorist incidents and the Fukushima disaster. This poses a serious challenge to garnering greater domestic support for new nuclear projects with international collaborations. The Magnitude 9 Great East Japan Earthquake on March 11, 2011, followed by a massive tsunami struck TEPCO’s Fukushima Daiichi Nuclear Power Station and triggered an unprecedented core melt/severe accident in Units 1 – 3. The radioactivity release led to the evacuation of local residents, many of whom still have not been able to return to their homes. As a group of nuclear experts, the Atomic Energy Society of Japan established the Investigation Committee on the Nuclear Accident at the Fukushima Daiichi Nuclear Power Station, to investigate and analyze the accident from scientific and technical perspectives for clarifying the underlying and fundamental causes, and to make recommendations. The results of the investigation by the AESJ Investigation Committee has been compiled herewith as the Final Report. This report from the Committee of Public Accounts provides information on the time, cost and performance of the 20 largest projects of the Ministry of Defence where the main investment decision (known as Main Gate) has been taken. This report follows on from a two volume NAO report published in November 2006 (HCP 23-I/23-II, 06/07 - ISBNs 9780102943740; 9780102943733), into the major projects of the Ministry of Defence. Evidence was taken by the Committee based on the NAO report, covering three main issues: the impact of the cost saving measures identified by the Departmental reviews in 2005-06; the performance of individual projects; the Department's initiatives to improve acquisition performance. The Department undertook a review of the 20 post-Main Gate projects, which reduced costs by £781 million. With £91 million a HM Revenue & Customs rebate, and £242 million the result of better management of commercial and contractual arrangements. But, £448 million of the costs were reclassified as expenditure in other procurement or support budgets or towards corporate management. The re-allocations have, according to the Committee, achieved cost reductions for individual projects, but do not represent a saving for the Department as a whole. Total forecast costs for the approved projects amounts to £27 billion, some 11% over budget. Forecast in-service dates slipped 33 months in-year, and there is a cumulative delay of 433 months for projects over their lives so far. The Department is now placing increased emphasis on through life management of Defence projects, involving the life-cycle management of the projects, services and activities.

Many Member States operating nuclear power plants (NPPs) are at present developing accident management programs (AMPs) aimed at the prevention and mitigation of severe accidents. Such developments are in compliance with the revised set of IAEA Safety Standards Series and, in particular, with the Safety Requirements on Design, on Operation, and on Preparedness and Response for a Nuclear and Radiological Emergency. Adequate training represents an essential component for the qualification of AM personnel and for the successful implementation of AMP. Available tools and support material, applicable to the training of the staff involved in AM, are discussed in greater detail in the present publication. Many examples of such tools and materials are provided in the appendices. The report is intended to facilitate the work to be performed by NPP operators, utilities and their technical support organizations.
